Patics force again becoming greatly impaired by a revival of the old corruptions, caused by members of the force receiving pay for the Gambling Hongs of this City, in consideration of which they give notice, when practicable, of any intended raid on the Gamblers, and otherwise afford them protection which their office enables them to bestow.
2. On learning verbally from Mr. D'Crane, the present Superintendent of the Force, that he had information on the corruption in question, I requested him to draw up a report on the subject, that I might have it in such a form as, if necessary, might enable me to lay it before my Executive Council or transmit it for Your Grace's information.
3. I now enclose Mr. D'Crane's report, a document of very great interest, and containing much practical information, which, though not entirely novel to myself, will be useful to Your Grace when deciding questions in connection with the local Police here. The circumstances are exceptional in their nature. Every month I am convinced of the necessity for adapting legislation to Chinese character and the peculiar local requirements which spring from thence, and the very imperfect machinery, which owing to climate, distance, and want of means, this Government possesses.
